Conference: "SmART Security: Challenges and Quality of Internal Security"

VIII International Conference on Internal Security of the Academy of Security Sciences “SmART Security” scheduled for 16 November - Tallink Spa & Conference Hotel (address: Sadama 5/7, 10111 Tallinn, Estonia).

The languages of the conference are English and Estonian. At plenary sessions and migration workshops, translation in the direction of Estonian-English-Estonian is provided.

About the Conference

Security is a benefit, the value of which we feel in proportion with the risks and instability. This benefit is not in itself a given, but a fruit of consistently targeted joint work, or as formulated in the mission of the Ministry of the Interior: in cooperation we enhance security and create conditions for stable development of the whole of Estonia. This translates into the development of Schengen visa space and the joint agency of internal security or reducing the number of accidents with human casualties. Security cannot be increased at the expense of something or someone, its quality depends on everyone's behavior, on the wisdom of the decisions of the state and effective international cooperation.

Estonia's internal security has set strategic objectives for the coming years: more effective security of people and assets, increase of national security, improving of response capabilities to disasters connected with environmental damage, development of a balanced citizenship and migration policy and the most modern teaching, research and development center of internal security in the form of the Academy of Security Sciences. The Academy has been set to take care that the challenges of internal security are met at every level in a knowledge-based and innovative manner.

At the same time, the recurring aspiration of public safety is the improvement of the quality of services provided to the people, the ensuring of which in turn depends on the professional quality of the service providers. Competent and honest personnel must be adequately motivated, maintained and developed, both with the support of a decent salary and a modern working and learning environment. Innovative, talented and forward-looking solutions for achievement of strategic goals shape the wide quality approach which we call smart security.

In the debate of domestic and foreign experts, the VIII Annual International Conference "SmART Security" of the Academy of Security Sciences is looking for the answers to the following questions:

  • What are the key challenges of internal security until 2015 +?
  • Who are or should be the people and organizations coping with these challenges in a high quality manner?
  • How to improve the quality of the Estonian security for the same money?
  • Could part of the creators of security come from outside, or how realistic is it to match the expectations of Estonia for smart foreign assets with the "harsh reality"?
  • How to get the best students and faculty to the Academy of Security Science and the best employees to the field of internal security?
  • How to engage, motivate, retain and develop professionals creating a high quality service?
  • How can today's good employee be that also tomorrow?
  • What could be the model of innovation in the field of internal security and the corresponding work organization of knowledge creation and competence transfer?

We shall deem the conference a success, if you receive a constructive answer to at least two of the above questions and ask at least one additional question.

All contributions received by the Conference will be constantly published on the home page of the conference at www.sisekaitse.ee/konverents and the most appropriate contributions also in the “Proceedings” of the Academy of Security Sciences.
